Mark Penfold

M Penfold

For 18 years Mark has been responsible for the large number of EAL pupils at Babington academy in Leicester. This school has EAL progress scores much higher than the national average and has a reputation for being particularly successful with pupils of Somali heritage and Eastern European Roma origins. Mark firmly advocates a whole school approach to EAL and is opposed to the concept of withdrawal as a way to promote inclusion.

Mark has authored a book on how to work as an EAL coordinator and produced a research report into engaging with Roma communities for the British Council. He has contributed to an EU working party promoting better methods for engaging vulnerable children in education across Europe. He also manages the UK part of an EU/Council of Europe project promoting better education outcomes for Roma pupils in the UK, Bulgaria, Slovakia, The Czech Republic, Romania and Hungary. He has addressed meetings of government ministers and members of the council of Europe on Roma issues and inclusion.
